I'm not sure what setting in Norton 360 might eliminate your constant pop-ups but the following support articles might be helpful, depending on whether your pop-ups about a safe wideinecmd.dll are displayed while MS Edge is trying to download the file or whether they appear when wideinecmd.dll is launched. Once Microsoft has fixed the problem in MS Edge you could go back to your preferred settings.
